Anti Ragging Policy

Introduction:The University Grants Commission (UGC) promulgated the Regulations on Curbing the Menace of Ragging in Higher Educational Institutions in 2009. These regulations were issued with the explicit objective of prohibiting, preventing, and eliminating ragging, thereby ensuring a safe and supportive academic environment for students in Higher Educational Institutions (HEIs) across India. In alignment with this national mandate, the Modern Group of Institutes, Birkalan, has instituted a comprehensive policy that outlines the specific measures designed to maintain a ragging-free campus.

Objective of the Anti-Ragging Policy :

The primary objectives of this Anti-Ragging Policy are to:

  • Prohibit any form of ragging within the institution’s premises and during all institutional activities, including both online and offline environments.
  • Establish a comprehensive framework of strict deterrents and a transparent, effective complaint redressal mechanism to address ragging incidents.
  • Promote widespread awareness among the student community regarding the severity and consequences of ragging.

Policy on Curbing Ragging

Modern Group of Institutions has a strict zero-tolerance policy towards ragging, ensuring that no act, regardless of its severity, goes unnoticed. The institution is committed to maintaining a campus free from ragging through a comprehensive set of measures:

  • Disciplinary Action: Any student found guilty of ragging will face immediate disciplinary action.
  • Awareness and Orientation:The institution will hold regular orientation sessions for new students and awareness programs for senior students to educate them on the definition and consequences of ragging.
  • Confidential Reporting:A strict and confidential system for reporting ragging incidents will be maintained.
  • Anti-Ragging Committee: This committee will meet every semester to oversee the policy's implementation, handle complaints, conduct transparent investigations, and enforce disciplinary actions.
  • Anti-Ragging Squad: A squad composed of teachers and students will monitor the campus to ensure the policy's enforcement. This squad will also serve as the initial point of contact for students who want to report an incident.
  • Prominent Displays: Anti-ragging posters and the UGC Anti-Ragging Regulations, 2009, will be prominently displayed throughout the campus and on the institutional website.
  • Mandatory Undertaking: All students and their guardians must sign an online undertaking, as per UGC guidelines, to affirm their commitment to maintaining a ragging-free campus.

Internal Complaint Committee

Modern Group of Colleges is a co-educational establishment that offers equitable opportunities for all individuals. Men and women work together in a harmonious environment; however, any grievances concerning physical contact or advances, requests for sexual favours, sexually suggestive comments, or any unwanted physical, verbal, or non-verbal expressions of a sexual nature will be addressed, and suitable measures will be implemented. This group seeks to educate both students and staff, motivating them to actively combat sexual harassment inside the institution. Allegations of sexual harassment must be reported to the Committee, which will commence appropriate disciplinary measures in line with the college's policies and procedures.

What is the rationale for choosing ICC?
  • It is established in accordance with the stipulations of the POSH ACT - Sexual Harassment of Women at Workplace Act of 2013, dated 9th December 2013. Prevention, Prohibition, and Remediation.
  • The University Grants Commission (Prevention, Prohibition and Redressal of Sexual Harassment of Women Employees and Students in Higher Educational Institutions) Regulations were also referenced on 2nd May 2016.
What is an Internal Complaints Committee (ICC)?

The POSH Act mandates the establishment of an ICC at all workplaces to address sexual harassment complaints.

Functions of the ICC:
  • To avoid sexual harassment in the workplace.
  • To avert discrimination and sexual harassment of females by fostering gender harmony among students and staff.
  • To implement regular initiatives focused on women's empowerment.
Who can approach ICC?

The objective is to provide an atmosphere that is supportive and welcoming for women. Any aggrieved woman who has experienced workplace harassment may seek the ICC. Aggrieved:

  • An employed lady in the office, or
  • An individual visiting the workplace, or
  • A legal successor or designated individual may file a complaint on behalf of the lady if she is incapacitated physically or mentally, or deceased.
